As the Leader of the Opposition, today I bring to you a vision that embraces progress, creativity, and a coherent diversification policy. Our beloved Cook Islands deserve a future that thrives on innovation, self-sufficiency, and opportunities for all. Today, I present an alternative approach to revitalizing our agricultural sector while ensuring food security – the Import Substitution and Food Security Agriculture Policy.
While we appreciate the current government’s efforts, it is essential to acknowledge that their approach lacks the depth and ingenuity needed to propel our nation forward. The time has come for a fresh perspective, and our policy offers just that – a comprehensive plan that is both suitable and appropriate to the unique needs of the Cook Islands.
The heart of our policy lies in establishing a fully equipped and resourced Ministry of Agriculture. This central hub will oversee national farming programs implemented by fully mechanized island communities, farmer associations, and individual farmers with ample farmland. We can ensure sustainable agricultural practices that benefit our environment and economy by empowering local farmers and promoting collective efforts.
To kickstart this transformation, we propose the creation of the Agriculture Diversification Fund. At low-interest rates, this groundbreaking initiative will receive 10 million dollars over four years from the Bank of the Cook Islands (BCI). This fund will fuel innovation and productivity in agriculture, encouraging farmers to explore new ventures and enhance food processing capabilities.
Moreover, we envision a Public-Private Venture for vegetable crops and food processing plants, with substantial “Share-Holding” held by individual Cook Islanders through the Unit Trust of the Cook Islands. This collective investment vehicle will empower our people to actively participate in shaping the future of our agriculture.
To ensure the success of this policy, dedicated field officers and farm hands will be assigned to each farming constituency, offering personalized support and guidance. Additionally, a centralized national pool of agricultural machinery, operators, and mechanics will work with field officers and farmers to execute farming programs efficiently.
In our commitment to fostering self-reliance, we propose a dedicated government-subsidized passenger and cargo ship for the Pa Enua, facilitating the transportation of pre-sold harvests to Rarotonga and Aitutaki. This centralized supply chain will be handled by BTIB, streamlining logistics and enhancing productivity.
Furthermore, we will open doors for agriculture-connected cottage and cosmetic small businesses to access the Agriculture Diversification Funds at low interest, ensuring their growth and prosperity. These businesses will receive complimentary support in business management, financial advisory, marketing, and planning from relevant line ministries and BTIB.
Our policy also emphasizes investing in the future by nurturing culinary expertise among our youth. We will establish a feeder program that guides aspiring culinary experts from high school to poly-tech, securing jobs in the Cook Islands. These experts will create delectable local cuisine from our locally grown produce, delighting locals and tourists alike.
